En Brasil, las dos principales iniciativas de pro-
moción de la inversión privada en (energías
renovables no convencionales) puestas en vigor
por el gobierno son el Programa de Incentivo a las
Fuentes Alternativas de Energía Eléctrica (-
) y las subastas especícas para fuentes alterna-
tivas de energía. El tuvo como primera
meta instalar 3300 de energías renovables dis-
tribuidos en iguales proporciones entre plantas de
generación eólica, biomasa y en hidroeléctricas
pequeñas, a través de contratos de largo plazo. En
el periodo 2008-20012 los bancos que nanciaron
los proyectos son: , -, Banco do
Nordeste, Caixa y Banco do Brasil y Santander.
En el caso de Chile, los bancos de este país han
invertido en la industria de las energías renov-
ables, un elemento que favorece a que entidades
nancien proyectos es que los costos de nan-
ciamiento son los más bajos en comparación de
América Latina y el Caribe. Además, Chile cuenta
con el nanciamiento nacional para el desarrol-
lo del país () que es un organismo ejecu-
tor de las políticas gubernamentales en el ámbito
del emprendimiento y de la innovación. Cuenta
con instituciones nancieras internacionales para
el desarrollo, así se puede nombrar: Banco Inter-
americano de Desarrollo (), la Corporación
Interamericana de Inversiones (), el Banco
Europeo de Inversiones (), la Corporación Fi-
nanciera Internacional (IFC), la Overseas Private
Investment Corporation (), la Agencia de los
Estados Unidos para el Desarrollo Internacion-
al () y la Corporación Alemana de Inver-
siones ()-. De esta manera se desarrollaron
proyectos como complejo en el río Juruena,
complejo eólico en Palmares do Soul.
Por su parte Uruguay, cuenta con una fuerte par-
ticipación del sector estatal. Cuenta con insti-
tuciones que nancian proyectos a tasa de interés
relativamente convenientes, en este caso se tiene:
Dirección Nacional de Energía (), Ministerio
de Industria, Energía y Minería (); Agencia
Nacional de Investigación e Innovación; Direc-
ción Nacional de Industrias (). En cuanto al
nanciamiento externo se tiene las siguientes in-
stituciones: el de Brasil, el y el de
Alemania, el Instituto de Crédito Ocial, mediante
el , de España, el Banco de Desarrollo de los
Países Bajos, el de Dinamarca (que promueve
la transferencia de tecnología danesa para la con-
stitución de empresas conjuntas en países en de-
sarrollo), Finnfund de Finlandia (que provee capi-
tal de riesgo a largo plazo para proyectos privados
de inversión en países en desarrollo), y Swedfund
de Suecia (que proporciona préstamos, asistencia
técnica y capital a proyectos en mercados emer-
gentes) [26].
Es necesario saber con exactitud sobre los recur-
sos renovables de cada país, así se contará con
datos conables para emprender en un proyecto.
También se debe romper las barreras instituciona-
les, es decir, anteponer a la política energética por
encima de la política ambiental, desarrollar más
núcleos técnicos y profesionales capacitados en el
campo de las energías renovables. Crear más in-
centivos y benecios por parte de las autoridades a
los proyectos desarrollados [27].
Discusión
Todas las sociedades necesitan de servicios ener-
géticos para cubrir las necesidades humanas bási-
cas (por ejemplo, de alumbrado, cocina, ambienta-
ción, movilidad, y comunicación), y para asegurar
los procesos productivos; estos requerimientos
o necesidades se satisfacen mediante el diseño y
construcción de bienes y servicios que se ponen a
disposición de un público. Para un desarrollo sos-
tenible, el abastecimiento de servicios energéticos
deberá ser seguro y tener un impacto medioam-

quible a los recursos de energía necesarios, con el
n de facilitar servicios energéticos básicos y sos-
tenibles. Para lo cual es necesario estrategias pre-
sentes en los distintos niveles del desarrollo econó-
mico, con el debido respeto del medio ambiente,
buscando que la prestación de servicios energéti-
cos genere un impacto medioambiental bajo y, a la
par, emisiones de bajas. En el cuarto informe

los combustibles de origen fósil forman el 85% de
la energía primaria total. Asimismo, la combustión
de origen fósil representó un 56,6% de las emisio-
nes de [28].
