Since 1982, Latin America has become a net exporter of foreign exchange as a result of the fact that the flows of foreign exchange that it received through credits in the seventies and early eighties have ceased; and, on the contrary, it has been obliged to service the costs of its indebtedness, receiving only the forced credits from the banks that refinanced its previous loans.
