Abstract

When Jaime Roldós, back in August 1979, assumed the Constitutional Presidency of the Republic, after a long interim period of civil-military dictatorships, said in his message to Congress that "a paralytic had to be made to walk", he objectively summarized the secular situation of Ecuador, but what he did not say was that, while the vast majority of the population walked and continues to do so supported on wooden crutches, a small minority did and still does so on golden crutches.
