Abstract
Since man is the king of the Universe and, considering that since primitive times he has tried to dominate nature for his survival, then the family group brings together all aspects of social coexistence, therefore, development programs and State policies must be comprehensive and shared with sectional agencies, aimed at controlling inflation, combating poverty, increasing production, productivity, income and investment; to enable social and spatial mobility; to generate employment; to control and preserve the negative environmental impacts that alter the physical, socio-economic, biotic and cultural components; to provide a basic structure of preference in the rural area and to grant soft credits to encourage small and medium-sized landowner producers and thus avoid rural-urban migration.
