Abstract
Este artículo fue escaneado por la Biblioteca Ecuatoriana Aurelio Espinoza Pólit.
La década que se ha iniciado, la de los noventa, se caracteriza por un sinnúmero de cambios que tienen efectos a escala planetaria y que a más de modificar radicalmente las relaciones económicas y políticas internacionales, han logrado cambiar sustancialmente la geografía universal.
Las clásicas divisiones ESTE-OESTE por un lado, y, NORTE-SUR, por otro, están cada vez más carentes de significado. En efecto, el derrumbe de los países de Europa del Este ha tornado a la primera división, es decir entre ESTE (Socialismo) y OESTE (Capitalismo), es un esquema carente de significado geo-político.
