Abstract

Este artículo corresponde al capítulo del trabajo intitulado "Ecuador bases para una estrategia de desarrollo", elaborado por JUNAPLA/ILPES en 1969. Dada la casi ninguna divulgación de este relevante documento, uno de los más serios y profundos de la época, el Instituto de Investigaciones Económicas de la Universidad Central ha considerado de alta utilidad publicar esta SEPARATA que trata de explicar, con bastante lucidez la situación y los orígenes de la entonces denominada población "marginal" ecuatoriana.
