Abstract

The urgency with which the government of President Rafael Correa Delgado has accepted what the insubordinates of Thursday, September 30 demanded is the most conclusive demonstration that there was not a coup d'état in Ecuador, but a violent expression of discontent of the personnel of the National Police and the Armed Forces due to the enforcement of the Organic Law of Public Service, which had also been resisted by the organized workers of the State, approved the day before in the National Assembly with the artifice of a presidential veto, a procedure that has become usual in recent times, to impose the criteria of the Executive, causing disagreements also with a good number of parliamentarians of the governing bloc.
