Currently, there are those who consider that the regional level tends to the configuration of self-regulated systems that do not merit the intermediation of the State, while others consider it necessary. Those who propose the need for State intervention in regional development consider that it should be based on strategic planning for each homogeneous region, which is not a rational policy of regional development, but a policy of legitimization that is expressed differently according to the problems of each region.
