Abstract

Planning in the capitalist regime is distorted by the internal contradictions of the system. It tends to concentrate wealth and spread poverty, especially in third world countries. If the plans contribute to consolidate this tendency, they are doomed to failure. It seems that planning in capitalist countries, especially dependent ones, has fallen into disgrace and, in what has been called the retreat of planning, external causes of enormous importance have been at work.
