Abstract
Este artículo fue escaneado por la Biblioteca Ecuatoriana Aurelio Espinosa Pólit.
Para hablar de una política de planificación de la Universidad Ecuatoriana es necesario empezar señalando y definiendo el marco de referencia general representado por la evolución del país.
En este último aspecto, digamos que nos ha tocado habitar un país que, particularmente en la década de 1980, ha empezado a vivir probablemente la década más difícil de toda su historia.
