This paper is based mainly on the studies carried out at the Institute for the Study of the United States of CIDE, mainly those elaborated by Luis Maira, coordinator of the Institute. The opinions expressed, however, are those of the authors alone. This is a preliminary version to be discussed at the Seminar organized by the Instituto de Investigaciones Económicas and the Faculty of Economic Sciences of the Universidad Central del Ecuador and at the ISA meeting of the OAS in Cincinnati, in March 1982.
