Abstract

The present government has declared its intention to respect private initiative. The Five Year Development Plan is an instrument of special support to such national and foreign private initiative. The President of the Republic himself has stated that he does not intend to nationalize or nationalize anything. All agrarian reform actions have been paralyzed and more emphasis has been placed on integrated rural development programs.
