Abstract

La mayoría de los gobiernos de nuestra época se plantea el dilema de mantener la ley y el orden al mismo tiempo que se transforma el orden social. En los últimos años se ha hablado mucho acerca de los “militares de nuevo tipo” de América Latina, como una solución particularmente apropiada para lograr un equilibrio entre la estabilidad y el cambio en esa región del mundo, debido a que algunas instituciones militares constituyen una síntesis de la tendencia a la reforma y de la autoridad. La reciente experiencia política del Ecuador suministra un ejemplo concreto de esa solución.
