Abstract
Asistimos a un momento histórico de confrontaciones decisivas en el plano mundial, entre los intereses y aspiraciones del mundo subdesarrollado y las variadas formas de dominación del capitalismo internacional.
La afirmación y subsistencia, o la clausura de proyectos nacionales verdaderamente independientes; la preservación y desarrollo, o el retroceso implacable de formas democráticas de organización social; la atenuación o profundización extrema de las disparidades y desigualdades entre unos y otros países; las perspectivas de superación o la agudización de la miseria como rasgos distintivos de las relaciones entre ellos; y la propia institucionalidad internacional –su perfeccionamiento o su crisis definitiva-, son todas cuestiones que están dependiendo de los resultados de esa confrontación.
