Abstract

Chile -fue junto a Colombia- el país líder de la integración en los años 60. Ante el evidente estancamiento de la ALALC, surgió la necesidad de promover un proceso de integración subregional; así nació el Acuerdo de Cartagena, posteriormente Pacto Andino, firmado en 1969 por Chile, Perú, Bolivia, Ecuador, Colombia y posteriormente Venezuela (1973); para facilitar la combinación de esfuerzos de los países de mercado insuficiente y de menor desarrollo relativo, cuya situación en el seno de la ALALC era evidentemente desventajosa, por el desarrollo desequilibrado que presentan algunos de los países miembros, especialmente Brasil, Argentina y México.
