Abstract

In the last decades of the historical process we have lived through, and under the influence of central planning implemented with relative success in socialist countries, special emphasis has been given to planning as an instrument of government policy to guide the execution, during a pre-established period, of a series of actions to achieve certain goals which, quantified in relative terms called growth rates, should translate into a general increase in the socio-economic standards of a community.
