Abstract

Several studies carried out by experts from the Andean Group countries, Argentina, Brazil and Mexico conclude that the costs involved in a "laissez faire" treatment of technology transfer have been extremely high, while the benefits for the recipient countries have been very limited. This is the result of the fact that technology grantors have a monopolistic power; the result of the possession of Trademarks, Patents and Know How. On the other hand, technology is transferred in a "Package"; that is, in order to use patents and trademarks, the concessionaire has to hire technical assistance, import machinery, raw materials and intermediate goods, from the sources specified by the grantor.
