Abstract
I intend to draw attention to three core problems that are interlinked, but can be dealt with separately. And I intend to draw attention to these problems for two important reasons. The first is that a set of changes, at the same time very rapid and at the same time intense, are taking place in the world and particularly in Latin America. A set of processes that are not easily explainable, that are not easily grasped, graspable, but without whose analysis, without whose management it would be difficult to try to orient and rationalize the conduct of the Latin American peoples at this historical juncture which in my opinion is absolutely crucial.
