Abstract

Underdevelopment" is linked to a set of conditions of the community, its social institutions, its political organization, its economic characteristics. The differences between developed and underdeveloped countries are qualitative and quantitative; but the current characteristics of the latter were not always the same. Underdeveloped countries are the product of historical forces, especially those caused by the action of European expansion as an ascending force in world development. They are the result of a relatively recent phenomenon. Europe did not "discover" them; on the contrary, it contributed to their creation. In many cases, the societies with which Europe came into contact were sophisticated, cultured and wealthy.
