Abstract
Este artículo fue escaneado por la Biblioteca Ecuatoriana Aurelio Espinosa Pólit.
Los partidarios del libre cambio basado en la teoría económica tradicional, admitían sólo dos excepciones a su aplicación: los aranceles protectores, a fin de favorecer a las “industrias nacientes”, y, la creación de derechos para la obtención de ingresos tributarios. Los pagos internacionales se regían por las reglas del patrón otro consistentes en tipos de cambio fijados dentro de reducidos límites y una total ausencia del control de cambios. La aplicación de estas normas de política económica apenas hacía una distinción entre países industrializados y países en desarrollo.
