Abstract
Este artículo fue escaneado por el Sistema Integrado de Bibliotecas de la Universidad Central del Ecuador.
En una Cumbre Presidencial celebrada en Miami en diciembre de 1994, con la sola exclusión de Cuba, que no fie invitada a participar, se aprobaron las bases esenciales para la creación del Área de Libre Comercio de las Américas (ALCA), la misma que entrará a operar a partir del primero de enero del año 2006. El gobierno del Ecuador, entonces presidido por Sixto Durán Ballén, decidió por si y ante sí, o sea, sin consultar al pueblo incorporar al país a tal iniciativa, en cuya implementación, por lo mismo, se ha venido trabajando activamente.
