Abstract
Este artículo fue escaneado por el Sistema Integrado de Bibliotecas de la Universidad Central del Ecuador.
El presente artículo pretende identificar algunos rasgos y características teóricas de la descentralización y autonomías; y, sobre esta base intentar explicar dichos procesos para el caso ecuatoriano, procurando precisar un patrón generalizable respecto al tema bajo la lógica del funcionamiento del capital, para posteriormente plantear una propuesta que permita combatir la pobreza y fortalecer la democracia participativa, cuyo objetivo debe privilegiar la categoría trabajo sin menospreciar la acumulación del capital.
