Abstract
Este artículo fue escaneado por el Sistema Integrado de Bibliotecas de la Universidad Central del Ecuador.
Ganar una elección no significa ganar "el poder", ni siquiera el "poder político", a lo sumo una parte de él: "el poder ejecutivo" o la presidencia de la república; y la presidencia de la república no ha representado, por si sola, nunca, un poder lo suficientemente fuerte para cambiar el orden establecido, por varias razones: primero, porque los presidentes del Ecuador no tienen mucho margen para actuar, y ahora menos que antes, tanto por factores internos, como la dificultad de construir alianzas o coaliciones políticas con la oposición que caracteriza a la política real del Ecuador, como de orden externo, por la conformación de un sistema de relaciones internacionales con la tendencia a una mayor disminución del margen de autonomía y soberanía de los Estados nacionales.
