Abstract
Este artículo fue escaneado por la Biblioteca Ecuatoriana Aurelio Espinoza Pólit.
El enunciado de este ensayo adelanta un juicio valorativo acerca de la obra de este autor peruano, Director del Instituto Libertad y Democracia, que funciona en Lima bajo los auspicios de la Fundación alemana Hans Seidel. Presentamos en primer término (I) la estructura y contenido del libro y en segundo lugar (II) apuntaremos algunas observaciones críticas.
