Abstract
Este artículo fue escaneado por la Biblioteca Ecuatoriana Aurelio Espinosa Pólit.
El Estado ecuatoriano no ha logrado definir una política global de transporte, debido a la insuficiencia de la planificación y coordinación del sector y la atomización institucional propia de esta actividad. Sin embargo, tal política es imprescindible debido a que el transporte debe jugar un papel fundamental en la ordenación del territorio y en el establecimiento de una política regional y sectorial, ya que los procesos de ordenación del territorio y del transporte tienen una íntima relación y, no pueden ser divergente.
