For some years now, Latin America has been persistently and continuously talking about its economic and social integration. So many years and at so many levels that under the weight of insistence a sort of unanimity has been created around the process. The same thing has happened with integration as with the current economic system operating in our countries: it has been given a permanent, eternal and immutable character. A set of partial and prejudiced notions has been implanted which, like a snowball, has accumulated many others, to the point of forming a group of concepts that have obscured the truly serious problems of economic development in Latin America.
