Abstract

La historia del Punto cuarto constituye una de las fases de la nueva Política Norteamericana, que abandonado el viejo molde del monopolio y la dominación financiera en los países de escaso desarrollo y de economías incipientes, quiere volcarse sobre todas las Naciones necesitadas para levantar su nivel de vida y ayudarles a una compatible estructuración económica en el urgente empreño de solidaridad entre los pueblos, y el esperanzado propósito de preservar la paz.
