Abstract

The article analyzes how urban poverty in Latin America—affecting millions amid rising inequality, labor precariousness, and environmental degradation—requires comprehensive responses in which strengthened local governments, empowered by decentralization, become central actors in improving services, promoting human development, and implementing inclusive policies. Drawing on CEPAL data and multiple case studies, the text argues that poverty stems both from systemic exclusion and insufficient economic development, concluding that only a combination of sustainable growth, redistribution, citizen participation, and effective municipal management can address a phenomenon that is simultaneously economic, social, environmental, and intergenerational.
