Manuel Agustín Aguirre (Rector of the Central University between May 1969 and june 1970) is the main Ecuadorian theorist of the "Second University Reform", ie. the critical and alternative thinking to the modernization of the university from developmental program of the mid-twentieth century driven by the Alliance for Progress and CEPAL. This article examines Aguirre reformist proposal regarding the principies of the University Reform of Córdoba (1918), therefore, with liberal, enlightened and idealistic that inspire the university, with the national training project and the idea of emancipation, and finally with the notion of development. lt explores the relationship between the proposed university reform and socialist conceptions of Aguirre.
