Abstract

The essay examines Bolivia’s cycle of social mobilization since 2000, showing how indigenous, coca-growing, and urban communities (especially El Alto) reshaped political and territorial identities, challenging neoliberalism and enduring colonial hierarchies. The authors argue that these struggles combine historical memory, dignity, ethnicity, and territoriality to build a new plebeian nationalism that questions the legitimacy of both state and market. Through repertoires such as blockades, marches, and community self-government, these movements articulated local demands with national projects, eroding neoliberal hegemony and opening the possibility of refounding the state from below.
