Abstract

The article examines how different political perspectives interpret poverty and propose strategies to address it. The democratic left views poverty as the outcome of systemic exclusion, emphasizing social inclusion policies, participation of marginalized groups, and the guarantee of rights. The democratic right explains poverty mainly through insufficient economic development, prioritizing growth, investment, competitiveness, and public‑private cooperation. Velasco also discusses the traditional assistentialist approach, which focuses on providing goods and services to meet basic needs but risks fostering dependency and clientelism. He concludes by advocating for an integral approach, grounded in the UNDP’s Human Development framework, which integrates capabilities, equity, sustainability, and social capital to guide more effective public policies.
