Constitution that allowed a hub of power exercise and there fore arbitrary and aulhoritarian • the need to prepare the political and social conditions , legal to organiza a Constituent Assembly to dis mantlemostarises constan! state apparatus in the curren! Constitulion and issue a new Oonstitution that guaranteestheexercise of participatory democracy , separation orin dependence of publíc service , the limits of power , to en sure citizens, individual and collective rights.
