This article argues that two neoliberal projects have taken place in Ecuador, both led by past and new right-wing governments. The first neoliberal project, which emerged alongside the democratic transition, was characterized by an attempt to establish a procedural democracy with minimal inclusion and state neoliberal reforms. The current project, on the other hand, fundamentally breaks with the inclusive and democratic pact that was part of the governance of the first neoliberal reforms. Through this comparison, some distinguishing lines are drawn to characterize the action of the new right-wing groups in Ecuador.
